Kenneth Coulter was born in 1937 in Meeker, Colorado. He studied music at Adams State College, Alamosa, Colorado, 1967; he apprenticed with the Noack firm of Andover, Massachusetts. He established his own firm in Eugene, Oregon, 1974.

According to Uwe Pape, Kenneth Coulter apprenticed with Fritz Noack from 1970 to 1972 and worked with him from 1972 to 1974, when he established his own firm in Eugene, Oregon.
